The City of White House, Tennessee, an Equal Opportunity and Affirmative Action Employer, is requesting qualifications and letters of interest for TDOT pre-qualified professional engineering services for the Pedestrian Safety Improvements US31W@SR258, a TDOT Local Programs administered project in the City of White House. This project is receiving funding recently awarded through the Greater Nashville Regional Council/Metropolitan Planning Organization using COVID relief funding and will be administered through the Local Programs Development Office (LPDO) of the Tennessee Department of Transportation (TDOT). A formal contract with TDOT has been signed. Due to anticipated time constraints, the City is advertising for services for all four LPDO phases – NEPA, Design, ROW, and CEI. All phases of this project must adhere to TDOT LPDO policy or the funding will be subject to forfeit.

All firms must be pre-qualified or have a completed prequalification form filed with the TN Department of Transportation by the deadline for the Letters of Interest.

The Pedestrian Safety Improvements US31W@SR258 will include miscellaneous safety improvements to the intersection of US31W and SR258 in White House, TN.

REQUIRED SCOPE OF SERVICES: Responsibilities of the professional consultant firm for Engineering Services (preliminary engineering, design, and ROW including utilities) include, but are not limited to:

• Prepare required documentation for environmental clearances in compliance with the National Environmental Policy Act (NEPA).

• Develop plans, specifications, contract documents, bid quantities and engineering cost estimate that meet or exceed all federal and state guidelines.

• Prepare all required bid documents. Conduct all pre-bid conferences and assist in all aspects of the bidding process including, but not limited to assisting the City of White House with advertisement, solicitation of bids, bid evaluations, and recommendation of award.

• Follow requirements of the current edition of TDOT’s “Local Government Guidelines for the Management of Federal and State Funded Transportation Projects” which includes submittals for approvals of environmental documentation, permitting, engineering design, utility relocations, rights-of-way, and disadvantaged business enterprises (DBE).

ESTIMATED TIME OF COMPLETION:

The estimated time of completion is 18 months.

PAYMENT:

The method of payment for these services will be Lump Sum.

PHASE 1 EVALUATION:

For Phase 1 evaluations firms shall submit letters of interest with firm contact information including name, address and e-mail of primary contact. The letters of interest shall also include:

o Specialized expertise

o Experience with similar TDOT/FHWA or City of White House projects (provide references)

o Professional licensure

o Capability to perform the work for the duration of the contract

o Size of project and unlimited prequalification status

From the letters of interest, the City of White House will select 3 qualified firms to submit Phase II qualifications. From this list the top ranked consultant will be selected.

PHASE II EVALUATION:

The City of White House will evaluate the top 3 firms on the following criteria (relative weight):

o Workload capacity; including amount of work under contract with the City of White House, if applicable (10%)

o Management and organizational structure (10%)

o Names of key members who will be performing the work on this project and their responsibilities (15%)

o Qualifications and relevant individual experience, including sub-consultants (15%)

o Availability of staff vs. amount of work currently under contract with TDOT and other clients (25%)

o Project manager’s experience with similar projects and interdisciplinary teams (25%)

Evaluation proceedings will be conducted within the established guidelines regarding equal employment opportunity and nondiscriminatory action based upon the grounds of race, color, religion, national origin, sex, creed and disability.
